Enrollment Services Department
What does the Enrollment Services Department do?
The Enrollment Services Department consists of two teams, Enrollment Specialists and Community Navigators. Together, we are responsible for removing financial barriers to healthcare for uninsured Delawareans. We do this by assisting patients and community members apply for private health insurance through the Health Insurance Marketplace and State programs to help individuals pay for their healthcare.
What is the difference between Enrollment Specialists and Community Navigators?
Enrollment Specialists are located within our sites and provide health care coverage application and enrollment assistance.
Community Navigators spend a lot of their time out in the community doing presentations, establishing and working with our community partners, educating consumers about the importance of having healthcare coverage, and assisting with application and enrollment assistance.
What programs do you help with?
Health Insurance Marketplace
The Health Insurance Marketplace is a federal platform where individuals and families can compare and purchase private health insurance plans.
It provides a range of plans and allows eligible users to apply for coverage, access premium subsidies, and receive cost-sharing reductions based on their income.
Delaware Medicaid
Medicaid is a joint federal and state program that provides health coverage to eligible low-income individuals and families.
Health Care Connection
HCC provides access to medical specialists and resources for uninsured and underinsured individuals. Westside Enrollment Specialists assist with applications and refer patients to participating doctors through the Medical Society of Delaware's Voluntary Initiative Program (VIP). HCC is not insurance but offers discounted services based on income.
Screening for Life
The Screening for Life program provides uninsured Delawareans with access to cancer screening tests and treatments.
Medication Assistance Programs
Medication Assistance Programs help people who are unable to afford their medication costs. Pharmaceutical companies provide free or discounted medication to people who are uninsured or underinsured.
Do you assist with Medicare enrollment?
No. We refer them to the Delaware Medicare Assistance Bureau (DMAB) at (800) 336-9500, (302) 674-7364 or dmab@delaware.gov .
Do you complete Sliding Fee Scale (SFS) applications for patients?
No. The Patient Services Representatives (PSR) complete SFS applications for patients.
Do you only assist Westside patients?
No. Enrollment Specialists and Community Navigators assist both patients and non-patients with application and enrollment assistance for the Health Insurance Marketplace, Medicaid, Health Care Connection (HCC), and Screening for Life (SFL).
Enrollment Specialists patients only apply for free or reduced-cost medications through various Medication Assistance Programs (MAP) that are provided by various pharmaceutical companies. They also assist our prenatal patients with completing a prenatal payment agreement for their prenatal care.
Can anyone enroll in any program or coverage?
No. The Health Insurance Marketplace, Medicaid, Health Care Connection (HCC), and Screening for Life (SFL) all have their eligibility requirements which must be met to apply. For these programs, we can only assist patients who live in Delaware. Medication assistance programs also have their criteria.
